CCDF Participation by State: How Providers and Families Use Child Care Subsidy Funds

Across the United States, the Child Care and Development Fund (CCDF) provides critical subsidies that help low-income families afford child care while parents work or attend school. In FY 2023, the average monthly subsidy payment per child was approximately $810, supporting care for infants, toddlers, and preschoolers and beyond in both home-based and center-based settings. 

Nationally, these subsidies support an estimated 994,000 families and 1.623 million children, representing roughly 8.3% of potentially eligible young children. The program, funded through the Child Care and Development Block Grant (CCDBG) and related mandatory funding, remains the primary federal mechanism for child care assistance.

With funding able to unlock new enrollment opportunities for child care providers, it’s important to understand the scope of subsidies available and used in each state since behavior varies widely and margins may be thin. Thus, Playground evaluated the latest published data from the Office of Child Care to determine CCDF participation rates in each state.

Key findings

  • 15.5% of young children use CCDF funds in this state. Mississippi has the highest rate of CCDF usage across children under five. A total of 25,900 children across the state use the funds, or an average of 1.73 children across 15,000 families. New Mexico has the second highest CCDF usage at 14.86% of children under five, followed by Alabama at 14.27%.

  • Over 140,000 families in California use CCDF funds to pay for child care. CCDF funds support the most families in California, where 232,500 children receive some funding. This represents 11.14% of the early childhood population, putting California in ninth place for highest CCDF usage relative to its large population.

  • Nevada families are least reliant on CCDF subsidization. Only 3.97% of young children in Nevada benefit from CCDF funding. This includes 6,800 children across 4,100 families. New Hampshire and Hawaii have similarly low usage rates at 4.30% and 4.52% of young children covered, respectively.

  • CCDF-reliant families are largest in Minnesota. Minnesota has the highest concentration of children using CCDF funds at 1.94 per family. The 20,600 children benefiting make up 6.30% of the total early childhood population in the state. Ohio has the second largest child-per-family use rate at 1.93, followed by Utah at 1.88. 

  • Tennessee has the most infant care subsidized by CCDF. Tennessee has roughly 50% higher than average prevalence of infant-care subsidization, with 7.06% of CCDF fund recipients being under age one. Across all children, Tennessee has one of the lowest subsidy usage rates nationwide at just 5.38% of the resident population.
